A channel regular is noted by a + symbol next to their name. These people
have the ability to speak when the channel is moderated, but we use it more
as a symbol that these people are there almost every day to hang out. To
be auto-voiced, basically, you (a) abide by Stratics policy (those are the
people nice enough to provide the IRC network) and (b) just show up and talk
without being a pain. Simple enough?
